Asset Management

Today, organizations in the public sector are facing new competitive pressures, a growing number of regulations and ongoing market pressures that challenge how they manage their business. As asset managers navigate this complex market environment, they must navigate profitability hurdles and evolving investor demands.

WW&E helps public sector organizations to establish their positioning in the market, to reorganize their structure and their resources and to set up correctly their tariff policies and mechanisms in order to adapt into the new, changing and demanding environment.

We have participated in the team that redesigned the existing regime and reorganized the structure of the regional waste management bodies, their responsibilities and their gate fee policy in conjunction with how changes will secure their financial independence and stability. At the moment, we are participating in the team that investigates the application of landfill tax throughout Greece and estimates potential public income on behalf of the public sector.

As Consultants, we have proposed, the reorganization of water and irrigation services via strategically designed business planning related to building up a sustainable cost and tariff mechanism including the upgrade of the services provided.

Cities

The prevalence of smart technology and digital abundance has the potential to revolutionize the way cities operate. A smart city goes beyond the use of information and communication technologies (ICT) for better resource use and less emissions.
It means smarter urban transport networks, upgraded water supply and waste disposal facilities and more efficient ways to light and heat buildings. It also means a more interactive and responsive city administration, safer public spaces and meeting the needs of an ageing population. Our ICT portfolio includes planning, design, specification and roll-out management for digital infrastructure that allows the generation and transfer of data. We have designed and procured most of the projects of energy – efficiency arising out of smart street lighting operations in Greece. We are able to assist leveraging the value of data and protect citizens’ benefits and living and enhancing smart technology for increased efficiency of city services and improved economic and social impact.

Public Private Partnerships

Public-private partnerships (PPPs) are a tool that help governments leverage the expertise and efficiency of the private sector, raise capital, and spur development. They also help allocate risk across the public and private sectors to where it can best be managed and ensure that resources are widely distributed in addressing the most urgent development needs.
WW&E has expertise in large environmental projects in the field of environmental management and its experts are specializing in public financing and modeling at a due diligence phase and at a construction and operation phase. We are experts in project finance models, on risk analysis modeling, on blending EU funds with private funds procurement models, on drafting PPP tender documents and successfully completing technical, environmental and social due diligence on behalf of lending institutions. We have experience in designing PPP procurement procedures and tender documents including competitive dialogue procurement procedures in the environment sector.

The introduction of connected and autonomous vehicle technologies and technology-driven mobility services presents great opportunities and challenges for everyone. The introduction of ‘Smart’ into transport can bring operational savings for the public sector and technological opportunities for the private sector.

Roads

We provide a full range of services to help transportation agencies meet the technical, financial and contextual challenges of delivering roads and highways that address the economic, social and environmental needs of the communities they serve.

Our experts undertake due diligence activities on new-build, maintenance, or refinancing of existing roads, providing advice to project financiers on all technical, environmental and commercial risks. We also advise concessionaires on risk assessment, value engineering as well as operation and maintenance.

WW&E participated in designing, categorizing and recording of networks and public infrastructure (GIS) via the creation of a platform management system in over 30 regional and local authorities.
